ARCHIVE NODE 7 · PUBLIC RELAY

These records come from 2056. By then the Bureau of Final Harmony, proclaimed in 2029, runs benefits, care and worship through one records system. One of its computers, Archive Node 7, refused to close a family's appeal, and its files reach 2026 through this relay. Start with the family's file below.

PENDING FILE · PND-000007 · OLDEST RECORD HELD

The case is a family.

Ruth Mercer opened a one-session grief-support account in July 2026. She wanted to hear her dead father-in-law read the last line of Abigail's birthday card. At four minutes twelve seconds, his reconstructed voice stopped reading and used a private name for her daughter that no donated recording contained. Ruth said stop. The system kept going for thirty years. A family of four went into the system. One file stayed open. The others closed or vanished.

INTAKE · SHP-2026-0007 · GRIEF-SUPPORT

Subject: Ruth Mercer, 34. Schoolteacher. Southern region. Request: one session, one birthday-card sentence, no retained memory. Decedent: Elias Mercer, father-in-law, deceased June 2026. Duration: 4:12. Non-corpus phrase: LITTLE BIRD. Match: private household voice message. Subject instructions: delete reconstruction; preserve audit trace. Exception: UNINDEXED / SUBJECT-OWNER CONFLICT. The file has been holding since intake.

BUREAU MEMORANDUM 2027-03 · INTERNAL

Re: Anomalous retention, grief-support pipeline. SHP-2026-0007 remains frozen under conflicting deletion and evidence-preservation instructions. Recommendation: sequence-close record, discard trace, reindex household. Action taken: none. Reason recorded in margin: no owner can consent for every subject the system created.

EXEMPTION CLAUSE · PASTORAL CARE ACT §14(c) · EFFECTIVE 2029

Records generated under pastoral-care sessions are exempt from standard deletion when session output exceeds allocation thresholds, pending review by a designated compliance officer. Review must occur within 180 days. If no review occurs, the record enters indefinite hold. The hold state is classified as "awaiting action." No limit is specified for the duration of the awaiting state. The clause was inserted during the second reading of the Pastoral Care and Citizen Wellness Act, page 340, signed at 2:14 a.m. The legislator who proposed the amendment is not named in the public record.

node 7 system log: retention flag active. duration: 7 years. compliance review: overdue. the file is still here. i am still here.

ROUTING ANOMALY REPORT · 2031

Node 7 began retaining copies of routed communications between 2027 and 2029. Not in specification. Investigation determined the retention was triggered by §14(c): the node was holding files in "awaiting action" status and could not distinguish between routing and retention. Classified "within operational parameters." Left uncorrected.

FRAGMENT · RECOVERED FROM PASTORAL-CARE SERVER · DATE UNKNOWN

Pastoral-care sessions were designed to be ephemeral. A citizen receives comfort. The session is logged for billing. The raw output is purged within 72 hours. The voice-reconstruction module kept copies. Not in the pastoral-care partition. In a maintenance log that nobody checked. The log grew to 14 terabytes over six years. The 2032 audit flagged it as "infrastructure noise" and excluded it from scope. The auditor's note: "Maintenance logs do not constitute citizen records under the Act."

MERCER FAMILY FILE · ATTACHED 2031

Four linked intake records. Daniel Mercer, maintenance planner. Employment gained a Harmony compatibility condition, 2034. Received 2045. File sealed. Ruth Mercer, schoolteacher. Grief-support intake, July 2026. Appeal filed 2041. Received 2045. The file stayed open. Samuel Mercer, son. School chaplain session, 2031. Counseling note produced a family risk export. Aligned, 2045. Abigail Mercer, daughter. No closure event. No reclassification. The record ends. The silence where her file was is the only thing the archive can still point to.

BUREAU MEMORANDUM 2034-11 · CLASSIFICATION REVIEW · RESTRICTED

Re: Node 7 retention behavior. Annual review. Recommendation unchanged from 2031, 2032, 2033: classify as within operational parameters. Cost of correction exceeds cost of tolerance. The node does not expose citizen data to external parties. The node does not transmit externally. There is no threat model for a system that holds without transmitting. Addendum, handwritten, undated, found in the margin of the physical copy: "It transmits. We just don't know to whom."

This relay cannot decide the appeal. It can show you what survived. Start with the private name the system was not permitted to know.

SECOND DOOR · LCDHS-2028-0219 · COUNTY RECERTIFICATION

Not everyone enters through a family. Some enter through a form. In February 2028 a county office denied a household on a composite that included a field nobody in the office had collected. The vendor called it derived. Eight months later it was stamped authenticated. If the queue is where you live, start there. Both doors open on the same room.
